REoL TOUGH City Server, Columbia District Blight #2: STARTING REHAB

We have rework in progress, and at this point, one of the kids owned up to things and started fixing lazy builds, and replacing others. Another kid griefed the server and was banned (fixed before recording), and his builds were seized.
There's a new office building/tower replacing the cobble one, and he decided to start the shopping mall anew, so he gave up his portion of the cobblestone blob that spans a city block. It will be converted into a higher education building, and the elevated railroad is being put underground, so the street it is over will be nice, bright, and airy yet again.
