Hello! Thank you for downloading Fortress City. I can see why you though it looks like you are supposed to use it, I try to make everything I build as realistic as possible. Unfortunately minecraft does not allow me to make the gas station functional without mods. So the answer to your question is yes, you can use the gas station and drive cars if you download certain mods. The only reason I built the roadways on the mountain was for people who liked to use the car/driving mods.
I have very limited experience with mods so I can't help you out too much but these are a few I found:
